[TYPO3-core] RFC #14334: Remove section "Header legend" from install tool

Hey Steffen G. and the rest,

I think we should postpone any UI restructuring and tweaking in the 
install tool until 4.5.
I mean: We could restructure the installer module in a much better way 
(Get rid of all configuration) and talk to the UI guys for this instead 
of discussing about this "UI" style in length in this list.

Does that sound ok? Maybe we could set up a discussion about the install 
tool at the T3DD10?
