[TYPO3-core] RFC: #5117: Bug : typolink : cHash corrupted due to linkVars & #5161: Typolink : cHash isn't created if there's no additionalParams

Problem:
The tslib_cObj->typolink method has some issues while calculating a
correct cHash :
1) additionalParams and linkVars are concatenated in the wrong order
2) If no additionalParas are given, the cHash is not calculated at
all, even if it require one because of linkVars

Solution:
