[TYPO3-core] FYI24 #14443: Deprecate $TYPO3_CONF_VARS[GFX][TTFLocaleConv]

Hey all,

this is a SVN patch request. I will commit the attached patch in 24hs if 
no one complains.

Problem / Solution:
The configuration option $TYPO3_CONF_VARS[GFX][TTFLocaleConv] is 
deprecated since TYPO3 3.6, now let's introduce an log entry when this 
is acutally used, so it can be completely removed in TYPO3 4.6.
