[TYPO3-core] FYI: Fixed bug #14379: CSS issues for Internet Explorer version 6 and 7

FYI: The attached SVN patch was committed.

Problem:
There are some small CSS issues with the install tool:
Main content area is below the main menu (IE6 & IE7)
Icons not visible in main menu (IE6 & IE7)
Content not centered on screen (IE6)

Solution:
Make two CSS files for IE6 and IE7
Add separate CSS file based on browser info
