[TYPO3-core] RFC: #5003: prefixRelPath() incorrectly changes links to anchors

Hey,

thanks for the step to reproduce. Attached is an updated version which 
also does some CGL formatting of the function and speeds up by only 
calling parseUrl when needed.

+1 after reading and testing and cleaning.

I'm fine with committing your version to 4.3/4.2 and the CGL-version to 
trunk (for those who don't want CGL cleanups in stable versions)

One more +1 is missing.
