[TYPO3-core] RFC #13998: Introduce Automatic versioning of CSS and JS files

Hey guys,

the following patch was committed to trunk (rev. 7539) as followup to 
#13998.

Btw #1... it somehow got in the mix between v7 and v8 of this patch.

Btw #2... this also fixes #14298.
