[TYPO3-core] FYI: Raised DBAL version from 1.1.3 to 1.1.4

Really weird! I just test it again, making sure to have a blank site with no other extension. DBAL deactivates properly between step 1 and step 2, meaning I get the standard form to create the 
database or chose an existing :-(
