[TYPO3-core] RFC #8305: SQL debug output is not shown in the Backend

Hi,

i'm sry, but one bug is left.

If you click on a page and new debug tabs are opened the "all close" 
produce a js error. Reason is that the complete JS will be printed again 
in header. I'm too tired to solve it today, but the complete js should 
be put in backend.js, so debug function will only call the functions and 
doesn't instance the objects more than once.

Will solve that tomorrow.

Also with many tabs the viewport need the overflow option 
(enableTabScroll: true)
