Problem:
There's no way to affect the result of tslib_fe::settingLanguage().

Solution:
The attached patch adds a hook which enables pre- and postprocessing for 
the settingLanguage() in tslib_fe.

Additional information:
This request is relevant for the languagevisibility extension ( 
http://forge.typo3.org/projects/show/extension-languagevisibility ) 
which enables flexible language-fallsbacks.
