[TYPO3-core] RFC: #13947: Hookrequest - tslib_menu should provide hook for further filtering

Problem:
There's no way to affect the result of filterMenuPages in tslib_menu 
from an extension. (languagevisibility in my case).

Solution:
The attached patch adds a hook which enables that extensions also affect 
whether a page appears within a certain menu or not.

Additional information:
This request is relevant for the languagevisibility extension ( 
http://forge.typo3.org/projects/show/extension-languagevisibility ) 
which enables flexible language-fallsbacks.
