[TYPO3-core] RFC: #485: Hookrequest for ~ TemplaVoila unlink doesn't work for Non-Admins

Problem:
TCEmain uses checkRecordUpdateAccess() on a per-record basis to 
determine whether a user has access or not. In certain cases - (e.g. 
when editing the pages.tx_templavoila_flex field) that's a bit to 
restrictive.

Solution:
The attached patch (initially proposed by Bernhard Kraft) addes a hook 
to checkRecordUpdateAccess() and adds some optional field to enable that 
the called hook-functions have additional data available for their 
access-decision.

Additional information:
Having this could help to close lot's of templavoila bugs where admins 
complain that users without "Edit page" right can't 
create/unlink/move/... content.

In addition to templavoila - this patch is also relevant for the 
"languagevisibility" extension.
