[TYPO3-core] FYI: Fixed bug #9056: Accessibility problem with smileys

FYI: The attached SVN patch was committed.

Problem:
The same alt attribute "Smiley" is used for all emoticons.

Solution:
The attached patch replaces the current set of emoticons with the set of 
emoticons of Mozilla Thunderbird. The alt attribute for each emoticon is 
the character transcription of the emoticon while the title attribute is 
the localizable meaning of the emoticon.
