[TYPO3-core] FYI: Added feature #13748: htmlArea RTE: Extjize character map

FYI: The attached SVN patch was committed.

Problem:
Continue transforming the RTE dialogues as ExtJS windows.

Solution:
The attached patch rewrites the RTE character map as a ExtJS window.
The new window contains three tabs: general entities, mathematical 
entities, and shapes and arrows entities.
