IMHO t3lib_BEfunc is as horrible as t3lib_div. If it's really only for the BE the code should be put
into typo3/classes.

That said I suggest that you provide a date utility class for typo3/classes and turn and turn the
ones in t3lib_BEfunc into wrappers. So we can get rid of t3lib_BEfunc in some distant release.
