[TYPO3-core] RFC: #14943: Styling of module "User Admin"

Hi,

this is a SVN patch request.

Problem:
The module "User Admin" needs to be adapted to the new styling of 4.4.
See screenshots for explanation.

Solution:
Adopt the tables to the new skin

How to test:
Switch to the module "User Admin", see the ugly table layouts. Apply the
patch and see the new view.
