Why ?
I think, only the extension knows, if it is goot to load
ext_typoscript_setup.txt before its static templates or not.

Because until now, static templates have always bee loaded
_before_ ext_typoscript_setup.txt, I think all existing
plugins rely on this order.

Yes an no: I know, there are discussion whether ext_typoscript_setup.txt
is bad or at least tolerable (there are only few saying its good...),
but I still think its good to have a (absolute) minimum TS Configuration
in ext_typoscript_setup.txt and all variants or details in static
templates.

But does the editor know hwat to do, in this case ?
He must check all installed extensions for possible
side-effects ...
