[TYPO3-core] RFC #8893: Bug: eval "timesec" sets seconds to zero

Hi,

this also shows that the time handling of evalfield is a bit chaotic. i 
look forward to 4.5 cjanging this to the ExtJS Date object extension.

Attached is a new patch that does the change in the right function

+1 on reading and testing, will commit in 12 hours if noone complains.
