[TYPO3-core] RFC: 14771: Updates for taskcenter, sys_action, impexp

Hi all,

This is an SVN patch request.

Problem / Solution:
- Changes of the API how tasks are included
- CGL issues
- added manual
- removal of not needed files

Notes:
- As all 3 extensions or at least the changes are strongly related,
there is only one bugtracker entry but still 3 different patches.

- Manuals are inside the zip, hope that is ok
