[TYPO3-core] RFC #11461 #11807: [ Feature]: Flags for serbia and belgium are missing

Hi,

flag for BE was taken vom Bugtracker, originally created by Stephan Grossberndt. Flag for RS is from Wikipedia, this one is public domain.
I think the BE-flag is selfmade or also taken from wikipedia (also public domain) and should be no problem for us.
