[TYPO3-core] RFC #14545: [No Title] shown when editing a record on root level

Hi,

ok, i'm fine with the page not telling in XYZ. But root level i would go 
to root. It's common to the user from documentation, level is only used 
with treeLevel, which is something different.
And root != root page, which also is something different. The root isn't 
a page but the main container of complete installation.
