[TYPO3-core] FYI: Fixed bug #14677: htmlArea RTE: Toolbar state incorect in the absence of block element

FYI: The attached SVN patch was committed.

Problem:
When the selection is not contained in any block element other than the 
document body, the toolbar state is incorrect and allows operations that 
may lead to invalid document or html structure.

Solution:
Disable toolbar elements that do not apply in such context and could 
lead to incorrect html.
