[TYPO3-core] RFC #14660: compressionlevel and hint in config_default.php

Problem: When using $TYPO3_CONF_VARS['BE']['compressionLevel'] css and 
js files will now be compressed. Special config is need for apache 
server to handle those compressed files properly by the Browser.

Solution: There should be a little hint in t3lib/config_default.php with 
a pointer to an example for the config
