Hi,

i know there were several opinions, here just another one :)
If you disable it for an admin, he might make a user switch and have the 
menu entry again. There is no real way to hide things for admins.

I attached a very simple extension allow disabling each entry of the 
cache menu in extConf. You also may hide the complete menu.

In general i would prefer such "Global settings" not on user base. The 
reason for this RFC is clear - please don't use Clear All Cache. This is 
for everyone, so better hide it global.
