[TYPO3-core] FYI: Fixed bug #15203: htmlArea RTE: Modify link option missing in context menu

Problem:
In TYPO3 < 4.4, opening the context menu of an already set link 
contained "Modify link" as an option. In 4.4, there is no change in the 
context menu after inserting a link, the option is still called "Create 
link" although it provides the "modify link" functionality as before.

Solution:
Since the context menu is now much more generic, update the button 
quicktip to fit the current context when the toolbar is updated, and let 
the context menu get the title of the current quicktip. Let the dialogue 
window header also use the current quicktip title.

Do the same for the image dialogue.
