In fact, the documentation does not reflect the implementation as it currently uses integer for 
"rootLevel". I have changed the default value from "1" -> "TRUE" and changed also the way the test 
is done to stick to the CGL.

For adding a be_user through the "+" on the top bar, you should add a line in ext_tables.php like
t3lib_extMgm::allowTableOnStandardPages("be_users"); But I would say, this is in charge of the 
integrator who makes the change.
