[TYPO3-core] RFC: #15153: Move mod/user/ws to sysext version

There used to be a module User Tools>Workspace.
The link in workspace module does not work for me (Opera on Ubuntu).
The only think which does happen is that the currently selected module in  
the left menu removes its highlight. But the  
typo3/sysext/version/ws/index.php does not show up. The link seems to be  
fine trough, but it seems like it does not find the the right module ;).

If I add the folder typo3/mod/user/ws again, the link does work, but it  
loads the old module again (why?).
