[TYPO3-core] FYI24 #6208: zlib must be compiled in to make an extension lookup

Hi!

This is SVN patch request.

Branches: 4.4, 4.5

Problem: zlib is not mentioned as a required PHP module for TYPO3 in
INSTALL.txt.

Solution: add this information.
