the reason why ExtCore is included is that ExtCore first was part of 
ExtJS and meant as "light weight ExtJS". That time ExtCore was 
integrated in TYPO3 core as well.
After a while the ExtJS Team seperated them so ExtCore became a 
independent package, but we didn't removed it.

I'm neutral to ExtCore, nad if every TYPO3 release contains the latest 
stable i don't see a problem.
