[TYPO3-core] RFC: #13318: Feature Checkbox to hide system extensions

Problem:
The extension manager is very overloaded with system extensions which is
bad to get a quick overview over all installed extensions. Most of the
time I want to know which other extensions and not the system extensions.

Solution:
Create the possibility to show all extensions except from system
extensions by adding an additional checkbox
