[TYPO3-core] RFC #13095: Massuploader: Max file size is shown in KB

Hi,

i looked into this issue and found out, that file_size_limit isn't set 
from TYPO3, but it's hardcoded in js file. This is something missing, as 
it should be configurable like the other sizes we have. Now it's always 
20.480

2nd we have t3lib_div::formatSize. So i suggest setting the max file 
size and a display string in backend.php, no need for formatting it in js.
