[TYPO3-core] 0013692: class.t3lib_tsparser_ext uses while (list) each instead of better foreach

Your RFC is a duplicate and included already in #13670, so your's can be 
dropped.
Feel free to test #13670 and vote for.

For future RFC's please use a correct title (compare with others here in 
the list), and you have to apply the patch always to the RFC.
