[TYPO3-core] RFC: #13693: Backend doesn't use pageRenderer methods

Hi,

This is an SVN patch request.

Problem:
The javascript and css in backend.php are wrapped with own tags instead 
of adding them to pageRenderer.
This makes it impossible to concatenate/compress it by extension or 
later implementation.


The Patch corrects this. Also existance of added css files is not needed 
anymore as pageRenderer does this.
