[TYPO3-core] RFC: #13444: Filemounts are unsorted

Hi,

for any reasons the tree is corrupted with open mounts using first patch.
So i needed to sort the mounts before processing, see v2

I used a key-sorting function for assiciative arrays, maybe we can put 
it to t3lib_div as it's an useful one.
