[TYPO3-core] RFC #16842: Add Canadian French language to TYPO3 core

Hi Francois,

as we have seen it would be the best to form a taskforce team for 
language-variants. Anyway it would also great to have llxmltranslate 
there in rep as it's the main tool for TYPO3 translation teams.

Then a goal for 4.6 would be there and a team working independent and 
could come with a solution for next release.
I'm interested as well and would join.
