It is, but there is a definite need to have a clear cache functionality 
from a FE plugin.

There is a discussion in the typo3.dev list about clear_cacheCmd() and 
Steffen (K) said he would try to write a clean wrapper for FE use.

I would therefore suggest to postpone reviews and certainly commit and 
give him the chance to come up with a proper alternative.

The solution in this patch only makes part of the clear_cacheCmd() 
working for use with the frontend.
