[TYPO3-core] RFC #16749 lock file double deletion

Hi,

Here is a new version which takes the CGl guidelines into better account.
t3lib_lock is now a proxy class to the new lock classes located in
t3lib/lock ( see comments in BT for more info).
The bugfix for the double free will follow.

What still needs  some discussion: Currently the matching of lock type
(string) to class name is hardcoded. If is moved to some global array,
it could get extendend by extension for providing new locking types.
