[TYPO3-core] FYI24 #16444: Bugfix:dbal installs itself automatically whenever the install tool is called

Hi,

After having done multiple tests on both non-DBAL install and DBAL 
(Oracle) install, I'm converting this follow-up RFC into a FYI24.

Thus I'll commit this follow-up in 24h if nobody objects. This is a 
prerequisite for upcoming FYI24 16679.
