[TYPO3-core] RFC #16444: Bugfix:dbal installs itself automatically whenever the install tool is called

Hi,

I just reopened this bug as part of the fix makes 1-2-3 unusable if 
mysql driver is not available (bug that was fixed with 
http://bugs.typo3.org/view.php?id=16179).

Please confirm that attached follow-up patch does not have side effect 
for you.
