[TYPO3-core] FYI: Fixed bug #16675: htmlArea RTE: Incorrect result when inserting horizontal rule in FF and WebKit

Problem:
When inserting an horizontal rule in Firefox and WebKit directly under 
the body of the RTE editing area, the cursor is put after the rule, and 
entering text produces a text node that is not wrapped in any paragraph. 
This is not expected when configuration property disableEnterParagraphs 
is off.

Solution:
Wrap the text node in paragraph.
