Hm. I think of an option in 1-2-3 tool:

What role suites your site best?
(*) Production
( ) Staging / TypoScript development
( ) Extension development

Based on that some other settings can be enabled or disabled. I imagine
also display_errors and devIPmask can be changed depending on the choice.
