[TYPO3-core] RFC #15508: Remove dependencies to 'typo3' and 'php' from sysexts

Hi,

my veto for the reasons Stan already mentioned.

But - we can do such "maintainance" in extdeveval, so add this tasks:
* update php dependency for all sysexts to main TYPO3 dependency
* update typo3 dependency to current version
* clean md5 values and calculate new

then we have no more work with looking at each and doing such time 
consuming tasks.
