+1 by reading

Just while we're talking about: I think there's no check, if 
open_basedir is set and /dev/urandom is allowed, isn't it?
I've added it to my default open_basedir setting, so I'm not 100% up to 
date, but I remember error messages few years ago.
Shouldn't we add it (and log it? report?)
