[TYPO3-core] FYI72: #15561: Add information about /dev/urandom to INSTALL.txt

Hi!

This is SVN patch request.

Branches: 4.3, 4.4, 4.5

Problem: sometimes people use open_basedir and forget to add /dev/urandom
and /dev/random to accessible paths. This cases warnings in TYPO3 syslog,
security and performances issues.

Solution: add a note to the INSTALL.txt about this issue.

Note: I consider this as an important issue, so I am going to commit this
also to older branches.
