[TYPO3-core] RFC #15108: Bug/Code cleanup: .htaccess cleanups

Hi Steffen,

I've to admit I wasn't searching the BT for other people having the same idea.
Actually I justed picked up this thing as Andre Spindler didn't.

Concerning the changes in advanced.htaccess: These are not new "inventions". I'd rather say it's a no-brainer as I just copied these lines from _.htaccess. Is really worth a second RFC?

Of course, rearranging the packages is not part of this RFC and I'm happy that you'll take care of this.
