[TYPO3-core] RFC #7901: Workaround for PHP-Bug with Locale tr_TR

Hi Steffen,

the problem only exists in combination with the LC_CTYPE setting.
All other locale settings work fine with tr_TR.

So I don't think it's the best to set a different locale for Turkish and 
lose information about sorting, date formating, number display, ...

It is a shame, that this bug exists in PHP, but since it cannot be fixed 
in PHP 5, TYPO3 should provide a workaround for the problem.
