[TYPO3-core] RFC #7901: Workaround for PHP-Bug with Locale tr_TR

Hi Reinhard,

i struggled with this bug also some times. As php in general doesn't 
work proper, the best workaround imho is to use a different locale for 
turkish, this is the way i solved it in my projects.
As php crew seems not be interested in this bug, i banned this locale 
setting :)

Maybe this helps more than such "ugly" workaround.
