[TYPO3-core] RFC: #14151: Shortcuts broken, if in Modules User- or Admin-Tools

Hi,

i see. The complete module menu logic is something strange and 
ununderstandable, we should change that in 4.5.

Also the shortcuts has to be improved - adding shortcut for any admin 
module use as title "shortcut" which doesn't help for identify, but 
that's another issue should be solved for 4.4 too.

For now i also added "additionalGetVariables" as this is an obvious 
missing part and i attached an applyable patch.

So here is my +1 by reading and testing
