Your example is somehow different than I normally use.

There is an article from 2005(!) here:

Have a look at solution d) and his comments on it. Makes perfect sense.
This solution goes way back to IE4

Only the outer div needs an overflow: auto;. Worked for me in several
projects, but I sometimes forget it was that easy. I have to get back to
the install tool to fix this ;-)
