yes, that is horror imho. We should come to a better solution. before we 
had all in one file and all the compat switches, now we have all the 
single files.
What about one single file for the actual and the others optional as 
download files from typo3.org? i never use the compat settings, and new 
users are totally irretated about these files (all visible in include 
statics selector). I already fixed some sites where i was asked "Why 
don't i have the media CE?" - because you included the wrong static file
