[TYPO3-core] RFC: #14061: Do not die, be the exception!

Hi,

see attached v3 which use
* InvalidArgumentException for errors from wrong arguments
* RuntimeException for general fatal errors
* BadFunctionCallException for wrong extension keys in extMgm

We also will talk about that next core meeting and will get a consense 
with v5 to use the same exception types.
